QCTO GUIDE · 2026
QCTO Assessor and Moderator Evidence Requirements
QCTO accreditation guidance requires evidence relating to suitably qualified staff for the relevant qualification or programme. Staff evidence should be organised by curriculum component and kept current.
What staff evidence should be ready for QCTO accreditation?
Prepare a staff evidence matrix linking each person to the qualification, role, CV, identity documents, relevant qualifications and any applicable professional or occupational evidence.
How to use this guide
Start with the registered qualification or programme you intend to offer. Build an evidence matrix, assign responsibility for each item, check document validity and version control, and make sure the evidence can be demonstrated in practice. A strong application is not simply a collection of PDFs; it is a coherent operating system for delivering the programme.
Official QCTO reference
QCTO states that Skills Development Providers offering programmes and qualifications within the OQSF must seek QCTO accreditation and comply with the applicable minimum criteria. The official provider guidance also provides access to accreditation forms, criteria and programme information.
