QCTO QMS Requirements: What Should Be in Your Quality Management System

A quality management system should turn accreditation requirements into repeatable processes and records. The exact documents depend on the provider and programme, but policies, procedures, controls, learner support, assessment, monitoring and record management should work together.

Important: QCTO requirements can change. Use the current QCTO guidance for your specific programme and application as the authoritative source.

What should a QCTO provider have in its QMS?

Avoid building a folder of disconnected policies. Each policy should have an owner, version control, implementation evidence and records showing that the process actually operates.

How to use this guide

Start with the registered qualification or programme you intend to offer. Build an evidence matrix, assign responsibility for each item, check document validity and version control, and make sure the evidence can be demonstrated in practice. A strong application is not simply a collection of PDFs; it is a coherent operating system for delivering the programme.

Official QCTO reference

QCTO states that Skills Development Providers offering programmes and qualifications within the OQSF must seek QCTO accreditation and comply with the applicable minimum criteria. The official provider guidance also provides access to accreditation forms, criteria and programme information.
